Kost 88 still manages tenant billing manually through paper records, simple files, and one-by-one WhatsApp messages. This workflow creates risks of delayed recording, calculation errors, scattered data, and difficulty in monitoring payment status in real time. This study aims to design and develop a web-based boarding house billing management application integrated with WhatsApp notifications. The system was developed using the Rapid Application Development (RAD) method through requirements planning, design workshop, implementation, and functional testing. Requirements data were collected through observation, interviews, and literature review. The system was modeled using UML, implemented with PHP, MySQL, and Bootstrap, and evaluated through Black Box Testing. The results indicate that the application successfully provides administrator login, user management, room management, tenant management, billing, payment recording, reporting, payment receipt printing, payment report printing, billing report printing, and WhatsApp notification modules. Functional testing on login, room data input, and tenant data input scenarios showed that all outputs matched the specified requirements. The developed system strengthens administrative efficiency, recording accuracy, billing information transparency, and payment monitoring capability at Kost 88
