Regional Representatives Council (DPD) is the Regional Representative Council (DPD abbreviated), before 2004 called the regional representatives, is a high state institution in the state system of Indonesia, whose members are representatives from each province elected by the General Election. DPD as a state institution can only supervise and consider for a decision to be made by the House of Representatives, and the President, so here DPD merely propose draft legislation with a sense of profound disappointment. DPD existence in the state system was a problem for areas in profisi because DPD can not do much in terms of taking a decision to be made, and make the DPD in a container that is squeezed by the attitude of the Presidency, and the National Assembly which has the power in making decisions and policies that will be made, therefore the researcher conducting research due to lack of function, authority, and power of decision DPD as a state institution
